Job Title: Admin/Finance Assistant

Programme Name: Portugal Settlement Programme (PSP)

Number of Positions: One

Locations: Lisbon, Portugal

Reporting to: Country Manager Portugal

Coordinating with: National Council for Portugal

Job Purpose

The aim of the Portugal Settlement Programme is to enable Newly Arrived Migrants (NAMs) to rebuild their lives in safety and security following migration from countries of conflict.

The rebuilding of lives requires the provision of various support services including orientation on arrival, obtaining legal status, access to social welfare benefits and other mainstream services such as language classes, housing support, finding employment, educational opportunities, access to health care, and additional specific settlement support services using a case-based approach.

The successful candidate will be responsible to provide financial, grant management and administrative support to programme team and National Council (NC) for Portugal.

Major duties and Core Responsibilities

  • Daily accounting according to the NC financial system;
  • Responsible for payments according to request for payments presented with complete documentation;
  • Reporting the actual versus planned monthly expenses to the Country Manager;
  • Lead donor financial reporting processes by coordinating, compiling, editing, and providing feedback to ensure the development of timely submissions;
  • Work closely with Caseworkers and Ambassadors of the programme;
  • Collaborate with the National Council for Portugal Financial Assistant to support service delivery to NAMs;
  • Provide bi-weekly grant management reporting or as directed by the Country Manager;
  • Record receipts and payments, assure accuracy of computation and completeness of documents and maintain continuing status of allotments against obligations;
  • Maintain hard and electronic office files and records; classify and code material relating to a variety of topics;
  • Make logistic and administrative arrangements for trainings, workshops, and meetings that may be required;
  • Perform other duties as may be assigned.

Desired Skills, Qualifications and Experience

  • Minimum requirement is an Undergraduate degree, preferably in Accounting; Business Administration; or Finance;
  • Minimum two years of relevant professional experience, ideally with experience gained working with NGOs or other international organisations;
  • Good knowledge of administrative and financial procedures as well as information management systems;
  • Advanced proficiency in Excel;
  • Well-developed organizational and planning skills to meet deadlines;
  • Fluency in Portuguese Language and English language;
  • Plans workload effectively, anticipates risks, and sets achievable goals;
  • Works well in a team environment.
