President of the Republic of Mozambique has declared a new State of Emergency nation-wide – by means of Presidential Decree No. 23/2020, of 5 August 2020 (“Decree”) – starting from 8 August up to 6 September.

Please note that the Council of Minister has yet to further regulate the Decree with concrete administrative measures to be in place during said period.

However, for your reference, we outline herein the main guidelines already announced by the Government to be in place during this period with the aim to resume activities in the various areas of life – economic, social and religious.

The resumption of the activities will occur in three different phase, each phase starting on 18 August, 1 September and 1 October, respectively, as per the risks involved in connection with such activities, as follows:

  1. First phase (low-risk activities) – reopening of Universities and equivalent institutes (provided the safety conditions are duly met), resumption of religious ceremonies up to 50 people; funeral participants up to 50 (except in cases of death by COVID-19);
  2. Second phase (medium-risk activities) – reopening of cinemas, theatres, gyms and other entertainment related places, driving schools and motorsports;
  3. Third phase (high-risk activities) – resumption of 12th grade classes.

Further, international flights may resume provided the relevant safety and prevention-control measures re passengers and planes are in place. Concrete measures in this regard will be announced on due course.

Resumption of classes in pre-school, primary and high-school will depend much on the evolution of the pandemic in-country, as per the assessment made by the health authorities.
